How it Works

 

How the deputy chamber Works    

The Chamber of  Deputies is a body elected by the population and entrusted with acting on behalf of the population.


Main functions and powers:

-    Representing the population;
-    Passing legislation;
-    Scrutinizing and overseeing executive action.

To accomplish its mandate, the Chamber of Deputies has set up the following structures:

-    Plenary Session ( supreme body)
-    Bureau
-    Committees
-    Conference of Chairpersons


A great amount of the Chamber of Deputies business is conducted in Committees and adopted in Plenary Session.  


The Plenary Session conducts its business in public and those who choose to attend may do so without however participating in debates especially because the plenary session serves as the stage of the decision-making process. Public observers are only allowed to provide views in committee debates.   

Citizens’ petitions or views may be orally put to Members or filed in writing to the Speaker of the Chamber of Deputies.


The first thirty minutes of every day's sitting are assigned for the statement of complaints brought forward to Members by the population. Such complaints are considered by the Committee on petitions of the population.


Committee sittings, as a rule, start at 9: 00 am and end at 12:00.

Plenary sittings, as a rule, start at 3:00 pm and end at six 6:00 pm.  

Committees also conduct business in public but public observers are not allowed to take part in debates except where Committees are conducting special debates on draft laws which may require views of the population and media practitioners.
