RESOLUTIONS ADOPTED BY THE PARLIAMENT’S JOINT PLENARY SESSION ON THE PRESENTATION OF THE MINISTER IN CHARGE OF FOREIGN AFFAIRS AND COOPERATION ON THE DIPLOMACY POLICY
The Parliament in a joint plenary session, considering the presentation of the Minister of Foreign Affairs and Cooperation on the Diplomacy Policy, has adopted the following resolutions:
-
The Parliament commends the achievements by the Government of Rwanda in terms of diplomacy by giving priority to all which promote good relations between Rwanda and other countries, and conflict resolution through negotiation and dialogue;
-
The Parliament is appealing to the Government of Rwanda to continue explaining to the International Community that the situation prevailing in the Northern Kivu Province is the business of DRC which, in turn, has to clearly look into the matter and address it, instead of making Rwanda a scapegoat. The Parliament asks the Government of Rwanda to not be discouraged by such allegations and, instead, to firmly ensure the country’s national integrity and dignity by refuting all these allegations;
-
The Parliament condemns the violence being perpetrated against the Kinyarwanda speaking Congolese and requests that such violence is brought to an end without any condition;
-
The Parliament condemns the genocide ideology which is being spilt over in the region and urges that all those who are characterized by such ideology be prosecuted and punished;
-
The Parliament requests the International Community to help in the search for an immediate solution to the issue of FDLR because it has since 1994 constituted the root cause of instability in the Great Lakes Region.
-
The Parliament requests the United Nations Organization (UN) to assess whether MONUSCO is abiding by its mission before renewing its mandate because despite its presence in DR Congo, the population continue to face violence ;
-
The Parliament pledges its continued collaboration with the Government of Rwanda in promoting good relations between Rwanda and other countries, and explaining the situation prevailing in the region, through parliamentary diplomacy.
