MPs adopt budget revisionCategory: Chamber Of Deputies
The Chamber of Deputies in its sitting of this 13 February 2017 chaired by Rt. Hon. Speaker Mukabalisa Donatille has adopted the 2016/17 revised budget.
Tabling the draft revised budget report before Parliament, Honorable Mukayuhi Rwaka Constance, the Chairperson of the Parliamentary Standing Committee on Budget and National Patrimony, recalled that the national budget has increased from RWF 1949.4 billion approved by Parliament in June 2016 to RWF 1954.2 billion, thus registering an increase of RWF 4.9 billion.
Hon. Mukayuhi said that the increase is due to the rise in tax revenues as a result of the accelerated roll out of the electronic billing machines and increase in non-EAC imports. She also revealed that the 2016/17 revised budget is part of the revised medium-term macroeconomic framework geared towards addressing the impact of external shocks on the national economy resulting from external grants decrease due to the expected reduction of Global Fund grants disbursements.
Also, after adoption of the Senate’s amendments, the Chamber of Deputies adopted the law modifying and complementing Law n° 73/2013 of 11/9/2013 determining the powers, mission, organisation and functioning of the National Intelligence and Security Service (NISS) and the law modifying and complementing Law n°46/2010 of 14/12/2010 determining the powers, mission, organisation and functioning of Rwanda national Police.
The Chamber of Deputies also proceeded with the approval of the relevance of draft law approving ratification of the Convention on Extradition and Transfer of Suspects and Convicted Offenders between the Republic of Rwanda and the Republic of the Congo signed at Brazzaville, in the Republic of the Congo on 09/11/2013.
