As provided for under the Constitution of the Republic of Rwanda of 2003 revised in 2015 in Article 162, Paragraph 3, before final adoption of the State budget, the Senate must provide the Chamber of Deputies with its opinion on the State finance bill.
So, the Plenary Assembly of the Senate held on 25 February 2020 and chaired by the President of the Senate Dr Iyamuremye Augustin received opinions on the Draft Law modifying Law n°014/2019 of 30/06/2019 determining the State finances for the 2019/2020 fiscal year and approved them.
When Senator Nkusi Juvénal, Chairperson of the Committee on Economic Development and Finance presented to the Plenary Assembly opinions on the Draft Law relating to the revision of the budget that emerged when the Committee was analysing the Draft Law, he highlighted some changes in the Draft Law, including the increase of domestic resources following good economic situation and improvement of revenues management as well as the increase of external loans. In addition, he mentioned that the expected expenditures would increase for various projects such as the opening of new embassies of Rwanda in Doha, Qatar, in Rabat, Maroc and in Accra, Ghana. He also hailed the contribution to support Community Based Health Insurance and the increase of Government investment.
As Senator Nkusi pointed out, the budget execution between July and December 2019 was good since the revenues amounted to 1.578.8 billion Rwandan Francs while the expected revenues amounted to 1,554.2 billion Rwandan Francs, so that the positive balance amounted to 24.6 billion Rwandan Francs. The expenditures including the Government investment at the end of December 2019 was equal to 1,507.1 billion Rwandan Francs while the expected expenditures were 1,496.6 billion Rwandan Francs so that the positive balance was 10.5 billion Rwandan Francs.
After debates on the report of the Committee on Economic Development and Finance, the Plenary Assembly of the Senate approved the opinions of the Senate on the Draft Law modifying Law n°014/2019 of 30/06/2019 determining the State finances for the 2019/2020 fiscal year and those opinions must be submitted to the Chamber of Deputies to be taken into account when the law is voted.
