Senate starts 3rd ordinary Session of 2013

This Monday 7th October 2013, the Senate of Rwanda started the 3rd ordinary session of 2013 in parliament buildings at Kimihurura.

The President of the Senate, Dr. Ntawukuliryayo Jean Damascène congratulates Senators for their efforts in the accomplishment of their duties especially in recent extra ordinary sessions during last recessperiod.

“In this session, I wish you an excellent work with betteryields and an added value as promised.

The senate adopted the programs of this 3rd Session which will focus on the following activities:

a.      The Senate will supervise the application of the principles referred to in article 9 and 54 of the Constitution;

b.      14 bills will be examined and adopted;

c.       The Senate will also oversee Government activities ;

d.      It will continue to vet the appointment of the high officials proposed by the Government;

e.      The Senate will receive and examine the reports of the organs which report to Parliament as provided for by the Constitution.


The Plenary Session receives the Presentation of the mission report of Senator MUKAKALISA Jeanne d’Arc and Senator NIYONGANA Gallican in Midrand/Johannesburg (South Africa) held in Pan African Parliament. The Senate will propose to the Government to ratify the international charter on culture and to discuss with the African  World Heritage Fund  in order to register some historical sites.


During this session, the Senate congratulates the former Senator Mukabalisa Donatille on her elections as Speaker of the Chamber of Deputies and promises her, a better collabolation. Senators congratulate also the former Senate staff Niyonsenga Théodomir who was elected as a member of the Chamber of Depities.
