First Ordinary Session of Parliament Kicked Off for 2020/21

Parliament on Monday, October 5, 2020 kicked off its First Ordinary Session of the year 2020/21 as provided for under Article 72 of the Constitution of the Republic of Rwanda of 2003 revised in 2015.

Addressing the Plenary Assembly, the President of the Senate, Right Hon. Dr. Augustin Iyamuremye, commended Senators for the activities they accomplished during the recess period while observing various measures put in place to mitigate the spread of COVID-19. 

Activities accomplished included, among others, the oversight by the Standing Committee on Foreign Affairs, Cooperation and Security of the management of artifacts and memorial sites of the Genocide Against the Tutsi and the organization by the Standing Committee on Political Affairs and Governance of a virtual consultative meeting to look at strategies to resolve injustice in some court cases and seek challenges facing the process of execution of court judgments.

The Senate President said activities of the Senate during this Ordinary Session will, among other things, focus on monitoring the application of fundamental principles specified in Article 10 of the National Constitution, voting laws, overseeing the Executive, monitoring activities of political organizations and approving the appointment of officials.

For the Chamber of Deputies, the session was officially opened by Speaker Rt. Hon. Mukabalisa Donatille, who thanked Members of the Chamber of Deputies for the zeal they showed in the discharge of their mandate of voting laws, overseeing Government Action and representing the people.

According to Rt. Hon. Mukabalisa, activities of the session will mainly consist in considering the desirability of introducing pieces of legislation, passing bills, overseeing the Government action and holding consultative meetings.

Rt. Hon. Mukabalisa pointed out that despite the Covid-19 pandemic, all Members of the Chamber of Deputies will engage in parliamentary outreach activities this year to keep monitoring development progress across the country, whilst adhering to various measures which have been put in place to contain the spread of the pandemic.

The Plenary Assembly of the Chamber of Deputies also approved the desirability of introducing two Draft Laws, namely the Draft Law amending Law n° 48/2017 of 23/09/2017 governing the National Bank of Rwanda and draft Organic Law Governing Rwandan Nationality.
