The State of Rwanda adopted political and legal instruments to witness its determination to prevent and punish the crime of genocide. In the preamble of the constitution of 2003 as revised in 2015, the Rwandan people are determined to prevent and to punish the crime of genocide in all its manifestations including the crime of rape as defined by the ICTR, fighting genocide denial and revisionism, eradicating genocide ideology and all its manifestations, divisionism and discrimination based on ethnicity, region or any other ground.
