Office of the Clerk
The Office of Clerk is a technical organ of the Chamber of Deputies. It comprises the Clerk, Deputy Clerk and other members of staff. The organisational structure of the Chamber of Deputies comprises the Office of the Clerk and other departments necessary for the smooth functioning of the Chamber of Deputies. All the departments are placed under the Clerk’s hierarchical authority and supervised by the Bureau of the Chamber of Deputies.

Duties of the Clerk of the Chamber of Deputies:
The Clerk to the Chamber of Deputies -
(a) coordinates and heads the work of technical nature;
(b) attends and acts as a rapporteur of the meetings of the Bureau of the Chamber of Deputies and the Conference of Chairpersons;
(c) manages:
(i) the records of the Chamber of Deputies for which this organic law does not provide for another organ of management;
(ii) all the files of the Chamber of Deputies when the Deputies have completed their term of office or the Chamber of Deputies is dissolved, and submits them to the new Bureau of the Chamber of Deputies;
(d) advises the Bureau of the Chamber of Deputies on matters relating to the functioning of the Chamber of Deputies and the security and safety of the parliamentary building;
(e) prepares all documents related to the proceedings of the Plenary Assembly; (f) attends proceedings of the Plenary Assembly;
(g) prepares a monthly summary of activities of the Plenary Assembly as well as quarterly and annual activity report of the Chamber of Deputies for submission thereof to the Bureau of the Chamber of Deputies;
(h) serves as the Chief Budget Manager of the Chamber of Deputies and that of forums and networks under the Chamber of Deputies;
(i) develops the planning and prepares the draft budget proposal of the Chamber of Deputies;
(j) prepares the draft proposal of the organisational structure of the Chamber of Deputies;
(k) makes necessary arrangements for Deputies who travel on official mission inside the country and abroad;
(l) makes necessary arrangements for and makes follow-up on elections in the plenary sitting;
(m) liaises with development partners of the Chamber of Deputies in accordance with related regulation;
(n) informs the concerned Deputies of the oldest Deputy among those with the longest parliamentary experience and the Junior Deputy, that are required to perform the duties provided for by this organic law;
(o) to perform such other duties related to his or her responsibilities as may be assigned by the Bureau of the Chamber of Deputies.

Duties of the Deputy Clerk of the Chamber of Deputies
The Deputy Clerk of the Chamber of Deputies –
(a) deputizes for the Clerk in his or her absence;
(b) advises the Bureau of the Chamber of Deputies on matters relating to law;
(c) makes follow-up on and carries out technical coordination of all activities in connection with draft laws or private member’s bill and legislative drafting;
(d) makes follow-up on and coordinates all work in connection with legal advices on draft laws or private member’s bills before their transmission to the Bureau of the Chamber of Deputies and Committee bureaus;
(e) ensures that the Ikinyarwanda version of draft laws or private member’s bills adopted by the Plenary Assembly is accurately translated into other official languages;
(f) makes follow-up to ensure that Orders provided by published laws are issued and that they are in line with the provisions of such laws;
(g) ensures that the law published in the Official Gazette of the Republic of Rwanda conforms to the version transmitted for publication;
(h) performs such other duties in relation to his or her responsibilities as may be assigned to him or her by the Bureau of the Chamber of Deputies or the Clerk to the Chamber of Deputies.

Responsibilities:
1. Monitor and oversee the work and budges of national government department
2. Monitor the implementation of the action plans prepared by the Standing Committees
3. Analyze and revise the reports on recommendations issued by the Chamber of Deputies to the government
4. Coordinate the reports of the Standing Committees on analysis of bills and private members bill
5. Coordinate the preparation of presentations and talking points for MPs delegated to attend meetings, seminars and conferences
6. Make follow u to add the examination of citizen petitions to the committees' agenda
7. Coordinate the reports of petitions from the population before adoption by the standing committees
8. Coordinate the preparation of the memos related to MPs' field visit on government oversight
9. Ensure that the Hansard reports are accurate and timely
10. Ensure that minute are drafted, edited, signed and ready for the Plenary Assembly's approval on time
UWITONZE Jean de Dieu
Director General of Parliamentary and Research Analysis
Responsibilities
1. Provide technical advice to the Bureau of the organs of the house, to the Standing Committees and Parliamentarians to support their oversight role
2. Provide research papers to facilitate Members of Parliament with their oversight roles
3. Coordinate the technical analysis of the report of the Auditor General
4. Coordinate the work of the staff in the oversight department
5. Coordinate the analysis of the efficiency and effectiveness of government expenditure
6. Provide advice on the budget framework paper (BFP) submitted to the Parliament and ensure
the Government's policies and programs are aligned to greed priorities
7. Provide budgetary advice to ensure revenue allocation is consistent with medium term framework (MTF)
8. Provide information on whether government agencies are spending within the limits of tir approved budgets,
9. Coordinate the agenda for Committees in the oversight mission
10. Coordinate the analysis of government policies, programs and action plans for Committees

Responsibilities:
To contribute to the leadership of the Office of the Clerk as member of senior management team and undertake team work and seek to promote good cultural values to create an effectively functioning team
To support mechanisms and processes for the CD and undertake effective prioritisation and planning of personal tasks. Work closely with the other departments to ensure that Finance, HR, Logistical and other support activities are implemented;
To overseeing Strategic Issues in establishing and work with a network of stakeholders and partners related to support activities. Regularly link up with the MIFOTRA, PSC, PSCBS, MINECOFIN, RHA and other stakeholders
To ensure effective and efficient authorization of disbursement of funds and payment of suppliers' invoices.
To manage and design measures to modernize the administration of the CD by ensuring that all logistical issues are effectively addressed
To coordinate and monitor the timely payments of goods and services by checking the conformity and accuracy of payments requests and ensure proper disbursement of funds is supported by appropriate vouchers.

MUKAMURENZI Donatha
Director General of Legislative, Procedural and Translation services
Responsibilities
1. Supervise legal drafting and advisory services to the organ of the house
2. Supervise all activities related to the legal advice on the draft bills
3. Ensure the standing committees reflect their discussion
4. Ensure that translation of bills passed in the plenary session is properly harmonized
5. Coordinate the Standing Committees' activities at the technical level
5. Monitor that the promulgated bills are coherent with the ones adopted by the plenary
6. Monitor the orders of the passed bills that have been promulgated
7. Prepare a monthly report detailing the passed bills and orders to be submitted to the bureau
8. Coordinate the preparation of work plans and execution thereof in Legislative Services
9. Coordinate the management of Legislative drafting and Advisory Specialists and the translation team
10. Coordinate the preparation of the service staff performance contracts and evaluation
