Office of the Clerk

All administrative services of the Senate are headed by the Clerk under supervision of the Bureau of the Senate. They are composed of the Office of the Clerk, Office of the Deputy Clerk and the Directorates General. Administrative departments of the Senate are organised in Directorates-General and are under the responsibility of the Clerk.

Responsibilities of the Office of the Clerk:

  1. To assist the Senate in achieving its mission;
  2. To ensure the supervision of subordinate departments under its management;
  3. To prepare the budget paper of the Senate;
  4. To prepare all working documents about the business of the Plenary Assembly;
  5. To prepare planning instruments of the Senate;
  6. To develop a draft organisational structure and organisation chart of the Senate;
  7. To perform such other duties as may be assigned by the Bureau of the Senate.

The Deputy Clerk of Senate

TULIKUMANA Emmanuel

Deputy Clerk of Senate

Responsibilities:

  1. to deputize for the Clerk of the Senate in case of his/her absence;
  2. to provide legal advice to the Bureau of the Senate, the Committee and Senators;
  3. to attend meetings of the Bureau of the Senate and those of the Conference of Chairpersons;
  4. to coordinate activities of the Plenary Sittings of the Senate;
  5. to follow up and coordinate at the technical level activities related to the oversight of Government actions;
  6. to follow up and coordinate activities related to the provision of advice on the functions related to the supervision of the implementation of fundamental principles provided for by Article 10 of the Constitution;
  7. to follow up and coordinate at the technical level activities related to the legislative drafting;
  8. to follow up and coordinate activities related to providing various advisory opinion;
  9. to ensure that the law transmitted to the Chamber of Deputies by the Senate is one that was sent for publication;
  10. to ensure that the law published in the Official Gazette of the Republic of Rwanda conforms to the version transmitted for publication;
  11. to supervise information and communication technologies and outreach services of the Senate;
  12. to monitor and inform the public that Orders provided by the promulgated law were established and that they conform to the provision of the law;
  13. to perform such other activities of the Senate as may be assigned by the Bureau of the Senate.

Directorate Generals of Departments

KARAKE UWERA Alice

Director General of Parliamentary Affairs and Plenary Services

Responsibilities:

  1. Coordinate the preparation of  the Senate standing Committee’s plan;
  2. Coordinate technical support activities to the Senate Standing Committees;
  3. Coordinate the activities related to the Plenary Sittings;
  4. Contribute to planning and budgeting process
  5. Organize weekly Department meetings;
  6. Prepare the weekly, monthly, quarterly and annual reports of the Directorate' activities;
  7. Attend all Plenary sittings.

HABIMANA Eric

Director General Corporate Services

Responsibilities:

  1. To coordinate finance management and control;
  2. To coordinate Budget management and control;
  3. To coordinate the management of office material and assets;
  4. To coordinate the activities of Planning, Monitoring, Evaluation and reporting;
  5. MUKARUKUNDO Josette

Business Analyst

Responsibilities:

  1. To conceive the ICT Strategic Plan and ensure its implementation;
  2. To follow and coordinate ICT activities;
  3. To manage and   provide leadership, training, coaching, and guidance to IT staff;
  4. To support the team in coordination and implementation of the ICT core functions including:
  • To guarantee the ICT system availability by monitoring its behavior on a daily basis;
  • To provide technical advice to the supervisor and the ICT Steering Committee in the area of ICT;
  • To identify and implement computer- based applications and information system to support Members activities and Parliament administration.
