On 5 June 2026, the Chamber of Deputies and the Senate officially opened the Third Ordinary Session of 2025/2026, in accordance with the Constitution of the Republic of Rwanda.
In his opening address, the President of the Senate, Dr Kalinda François Xavier, reaffirmed the Senate’s commitment to fulfilling its constitutional mandate. He emphasized the institution’s responsibility to oversee the respect for and implementation of the fundamental principles enshrined in Article 10 of the Constitution.
Dr Kalinda noted that during the session, the Senate will examine draft laws within its competence, review reports from its Standing Committees on Government oversight activities, monitor the functioning of political organisations as part of its specific mandate, and consider appointments submitted by the Government for approval.
The Speaker of the Chamber of Deputies, Rt. Hon. Gertrude Kazarwa, outlined the Chamber’s key priorities for the session. These include the examination of several draft laws, notably the bill determining the State Budget for the 2026/2027 fiscal year. She also reaffirmed Parliament’s constitutional role in overseeing Government action and ensuring accountability in public institutions.
During the session, the Prime Minister will present Government programmes and activities to both Chambers of Parliament. The Minister of Finance and Economic Planning will also brief the Chamber of Deputies on the state of the national economy and progress in the implementation of the State Budget.
In addition, the Chamber of Deputies will receive and examine reports from Parliamentary Committees and other constitutionally mandated institutions. These reports will cover the implementation of parliamentary resolutions, policy analysis, and assessments of the enforcement and effectiveness of laws.
As part of Parliament’s commitment to promoting citizen participation, Members of Parliament and Senators will continue conducting outreach activities across the country. Through these engagements, they will listen to citizens’ concerns, assess challenges facing communities, and raise awareness about Parliament’s role in supporting Government programmes aimed at achieving sustainable development and improving the well-being of all Rwandans.
