The Parliament of Rwanda is the country’s legislative institution, responsible for making laws, representing citizens, and overseeing Government action in accordance with the Constitution.
Parliamentary resources provide access to bills in progress, adopted laws, official documents, reports, publications, Hansards, and reference materials that support public information, transparency, and understanding of Parliament’s work.

The right of legislative initiative, that is, the right to introduce or amend legislation, vests in every Deputy acting individually and in the Government acting through Cabinet. However, the Senate retains the exclusive right to initiate draft organic laws governing its own functioning. All bills tabled before the Chamber of Deputies, together with their accompanying explanatory memoranda, are drafted in the three official languages recognised by the Constitution, namely Ikinyarwanda, French and English.
