Home How the parliament works
Legislation

A draft law is introduced. It is first examined by the relevant committee, which studies the proposal and may consult stakeholders. The bill is then debated and voted on in plenary. If approved, it moves to the other chamber for review and voting before being promulgated into law.

Oversight

Parliament ensures accountability by overseeing the Executive’s actions. Members question ministers, analyze government programs and budgets, and conduct inquiries through committees. This oversight role helps ensure public policies are implemented effectively and transparently.

Monitoring the Application of Fundamental Principles - Senate

Apart from the common missions for both Chambers, the Senate in particular monitors the application of the following fundamental principles specified in Article 10 of the Constitution of Republic of Rwanda.

Approval of Officials Appointments - Senate

The Senate has the powers to approve the appointment of particular Officials

Parliamentary Diplomacy

Members of Parliament represent the population and specific groups such as women, youth, and persons with disabilities. Through consultations, hearings, and outreach activities, citizens and stakeholders can provide input into laws and national policies.

Forums

Parliamentary forums provide structured platforms for dialogue, consultation, and engagement on issues of national interest. They support collaboration between Parliament, institutions, and stakeholders, and help promote inclusive discussion on priority public matters.
