Mr. Julien Ngabonziza has served as Deputy Clerk of the Chamber of Deputies in the Parliament of Rwanda since January 17, 2025. He has extensive experience in legal affairs, with a distinguished career spanning key leadership roles in public institutions, including Law Research and Reform Analyst and Head of Department at Rwanda Law Reform Commission, where he contributed to the development and modernisation of Rwanda’s legal system.

Mr. Ngabonziza holds a Master of Laws (LLM) in Commercial Law from the University of Cape Town, a Bachelor of Laws (LLB) from the University of Rwanda and a Diploma in Legal Practice from ILPD.

The Deputy Clerk stands in for the Clerk when required and serves as the Chamber’s principal legal adviser. Among other duties, the Deputy Clerk oversees the technical coordination of all legislative drafting, monitors the progress of government bills and private Members’ bills, ensures the accuracy of translations across all official languages, and verifies that published laws conform to their transmitted versions and that all subsidiary legislation is issued in compliance therewith.
