Ms Mirembe Alphonsine is a legal and governance expert with more than 20 years of experience in public administration, justice sector reform, and government coordination. She is now the Clerk of the Chamber of Deputies of Rwanda and previously served as the Deputy Director of Cabinet in the Office of the President.
During her career in public service, she has held senior leadership roles, including Director of Cabinet in the Office of the Prime Minister and Permanent Secretary in the Ministry in the Office of the President (MINIPRESIREP)
Ms Mirembe holds a Master of Laws (LL.M.) in International and Comparative Law and a Diploma in International Conflict Studies from Uppsala University, Sweden, as well as a Bachelor of Laws (LL.B.) from the National University of Rwanda. She has further enhanced her expertise through specialised training and international fellowships in public policy, governance, conflict management, peacebuilding, and transitional justice.
As Clerk of the Chamber of Deputies, Ms Mirembe leads the Office of the Clerk, providing legal, procedural, and administrative support to the Chamber of Deputies’ leadership and Members of Parliament, while overseeing the coordination of parliamentary business and institutional administration.
