Dr UMULISA Yvonne is the Clerk of the Senate. Before her appointment, she served as Permanent Secretary in the Office of the Prime Minister. She also held several senior positions, including Permanent Secretary at the Ministry of Public Investments and Privatization; Economic and Finance Policy Analyst at the Senate; Lecturer in the Department of Economics at the University of Rwanda; and Development Policy Analyst and Research Expert at the Ministry of Finance and Economic Planning.

Dr UMULISA holds a PhD in Economics from Jönköping University in Sweden, a Master’s degree in International and Development Economics from the University of Namur and the Catholic University of Louvain in Belgium, a Postgraduate Certificate in Learning and Teaching in Higher Education, and a Bachelor’s degree in Economics from the University of Rwanda. Her academic research has focused on the Economics of the East African Community Monetary Union (EAMU), with several publications in peer-reviewed journals.

As Clerk of the Senate, she leads the Office of the Clerk, which provides technical, legal, procedural, and administrative support to the Senate leadership and Senators. Her Office is responsible for coordinating plenary and committee proceedings, ensuring that Senate business is conducted in accordance with the Constitution, laws, and parliamentary procedures, and preparing and managing the Senate's budget.
