Draft Law Governing Animal Husbandry, Animal Health and Fisheries
Status: Introduced to Chamber of Deputies
Summary

The Draft Law Governing Animal Husbandry, Animal Health and Fisheries aims to modernize and consolidate Rwanda’s legal framework for animal resources into a single, coherent law. Existing laws in this sector—some of which were enacted over a decade ago—are fragmented, outdated, and no longer aligned with current national policies, decentralized governance structures, or international standards.

The draft law addresses these gaps by introducing a unified legal framework that strengthens the regulation of livestock, animal health, and fisheries. It expands coverage to important areas such as animal welfare, veterinary services, genetic improvement, traceability of animal products, and feed value chains, which were previously insufficiently regulated.

It also aligns Rwanda’s legal framework with international standards, including those of the World Organisation for Animal Health (WOAH), to improve disease control, food safety, and access to international markets. In addition, the law promotes sustainable practices, environmental protection, and stronger public health safeguards in the production and distribution of animal products.

Overall, the draft seeks to enhance the contribution of the animal resources sector to economic growth, food security, environmental sustainability, and competitiveness, while creating a more attractive environment for investment and innovation.
