On February 22, 2024, the Plenary Sitting of the Chamber of Deputies adopted the relevance of the Draft law approving the ratification of the agreement between the Government of the Republic of Rwanda and the Government of the United Kingdom of Great Britain and Northern Ireland for the provision of an asylum partnership to strengthen shared international commitments on the protection of refugees and migrants, signed at Kigali on 5th December 2023. The draft law will undergo consideration by a Standing Committee.
Once ratified, this agreement will carry legal weight at the international level, providing assurance that individuals relocated to Rwanda through this partnership are protected against the risk of being returned to a country where their life or freedom could be jeopardized—a practice known as refoulement. The new agreement also strengthens the role of the Independent Monitoring Committee, ensuring compliance with the agreement's obligations, encompassing reception conditions, asylum claim processing, and the treatment and support of individuals for a five-year period following their relocation.
Furthermore, the agreement mandates the enhancement of Rwanda's asylum system through the establishment of a new appeal body. This body, co-presided over by a Rwandan judge and another from a Commonwealth country, will comprise judges from various nationalities with expertise in asylum and humanitarian protection. These judges, appointed by the co-presidents, will adjudicate individual appeals, reinforcing assurances against refoulement.
