The Plenary Sitting of the Chamber of Deputies of 06 February 2024 expressed its satisfaction with the oral explanations provided by the Minister of Local Government, Musabyimana Jean Claude on the issues raised in the Rwanda Governance Board report of the year 2022-2023.

The issues pointed out by the Citizen Report Card include the substandard service delivery of some staff of local government entities in the agriculture and livestock sector, land and settlement sector and lack of information on the requirements to apply for services among others.

Responding to the questions asked, Minister Musabyimana explained that the Ministry of Local Government put in place several strategies to improve the quality of service in local government entities including the promotion of online service through the “Byikorere” campaign, continuous capacity building of the staff, citizen sensitization to  “say no” to poor service,  regular outreach activities of District leaders to meet communities at cells level, dissemination of service charters and zero tolerance on poor service providers.

Concluding the Plenary session, the Speaker of the Chamber, Right Honourable Mukabalisa Donatille said that the Parliament will continue to follow up the implementation of the strategies outlined by Minister Musabyimana to ensure they are well implemented.
