The Plenary Sitting also decided to summon the Minister of Infrastructure to give verbal explanations of the problems found in the Building Permit Management Information System “BPMIS”.

The decision was taken after a report presented by the Committee on Land, Agriculture, Livestock, and Environment before the Plenary Session of the Chamber of Deputies, on the report of the Auditor General’s performance audit report over anomalies in Slaughter facilities and the report on Building Permit Management Information System “BPMIS” respectively.

The Auditor General’s performance audit report revealed many issues that are in Slaughter facilities including but not limited to slaughterhouses which are close to residential areas, lack of designated dumping pits for sick meat, an issue of the meat not being tested for diseases, a problem of meat being transported to the market in a way that does not meet the standards.

The audit conducted by the Office of Auditor General showed that out of the 25 slaughtering houses visited, none of them complies with the requirements and standards related to buildings, equipment, personnel were found.

Regarding the Building Permit Management Information System “BPMIS”, the Auditor General’s performance audit report showed that there is no mechanism put in place to show how this system will be upgraded or updated for a certain period. This audit also showed some gaps in the management of data stored in the system.
