The Plenary Sitting of the Chamber of Deputies of 10 July 2025 adopted a number of key resolutions aimed at improving the coordination of development activities and strengthening youth-related policy in Rwanda.
One of the major resolutions, addressed to the Prime Minister, calls on government entities responsible for development sectors including agriculture, road construction and mineral exploitation to enhance institutional collaboration with the objective of better safeguarding agricultural activities, which are often affected by large-scale infrastructure and extraction projects. This resolution follows the presentation of a follow-up report by the Committee on Land, Agriculture, Livestock, and Environment regarding the implementation of nine prior recommendations adopted during the Plenary Sitting held on November 19, 2024.
In the same Plenary sitting, the Chamber of Deputies urged the Ministry of Youth and Arts, to revise the National Youth Policy of September 2015. The updated policy should include:
•Concrete strategies to improve the performance and impact of youth centres, particularly YEGO Centers.
•Specific interventions to support NEET youth—those not in education, employment, or training.
This call to action was made after Parliament reviewed and approved the report from the Committee on Education, Technology, Culture, Sports, and Youth, which assessed the implementation of the 2015 National Youth Policy.
The resolutions underscore Parliament’s commitment to inclusive development and youth empowerment by promoting effective governance, policy revision, and institutional collaboration.
