On 15 May 2024, the Plenary Sitting of the Chamber of Deputies approved its opinion on the budget framework paper and the Medium-Term Expenditures Framework (2024/25 -2026/27).

The Members of Parliament have recommended that the Government accelerate the affordable housing reform strategy, enhance the planning for road construction in collaboration with the City of Kigali and its residents, and persist in seeking sustainable solutions to issues in health posts.

They also mentioned the increase of the budget dedicated to gender mainstreaming in order to strengthen women empowerment, the budget dedicated to support vulnerable survivors of the 1994 Genocide against the Tutsi. 

A call was made to the relevant institutions to find a budget and sustainable strategies to support the graduates from rehabilitation centres to prevent recidivism, to improve the program for the construction of incubation centres (udukiriro) around the country and to continue discussions aiming at the empowerment of  Cells. 

The budget for the fiscal year 2024-2025 amounts to Frw 5,690.1 billion made up of domestic revenues amounting to Frw 3,414.4 billion comprising Frw 2,970.4 billion from tax revenue and Frw 444.0 billion from other revenue collection, the external grants are estimated at Frw 725.3 billion while external loans are estimated to be Frw 1,318.1 billion.
