On 2 April 2026 , The Plenary Sitting of the Chamber of Deputies has approved a new organic law governing elections, marking a significant step in strengthening Rwanda’s electoral framework.
The new legislation aims to improve and streamline the conduct of elections by incorporating lessons learned from previous electoral cycles, as well as recommendations from key stakeholders. It reflects a broader commitment to enhancing transparency, efficiency, and public trust in the electoral process.
The law also ensures alignment with the Constitution, existing legislation, and national development frameworks, including NST2 and Vision 2050. This harmonisation is expected to further promote good governance and enhance the effectiveness of public institutions.
Among the key reforms is the introduction of indirect elections for District Council members. This approach is intended to make the electoral process more efficient and accessible, while reducing the frequency of nationwide voting exercises.
In addition, the law revises the timeframe for organising by-elections to replace local government leaders who vacate office. The minimum remaining term required to trigger such elections has been extended from six months to one year, allowing for improved planning, coordination, and resource management.
