As stipulated by Article 72 of the Constitution of the Republic of Rwanda, on Monday, February 5, 2024, both chambers of the Parliament commenced the second ordinary session of the year 2023-2024.
Right Honorable Dr. Kalinda François Xavier, the President of the Senate of Rwanda, delivered a welcoming speech to Senators, highlighting key events from the first session and extraordinary sessions.
President Kalinda recounted the significant occurrences, including the hosting of the Second Meeting of the Second Session of the fifth East African Legislative Assembly and the 13th inter-parliamentary EAC Games.
Additionally, the Senate received esteemed guests, including Mr Mohamed Mellah, Ambassador of Algeria, and Mr Eric W. Kneedler, Ambassadors of the United States of America to Rwanda respectively.
President Kalinda emphasized that during this Second Session, the Senate of Rwanda, in adherence to the constitution, is committed to engaging in various activities within the scope of its mandate. This involves monitoring the application of fundamental principles outlined in Article 10 of the Constitution of the Republic of Rwanda.
President Kalinda expressed gratitude for the dedication and efforts demonstrated by Senators in discharging their mandate.
Addressing the Plenary Sitting, the Speaker of the Chamber of Deputies, Rt. Hon. Mukabalisa Donatille pointed out that the Chamber of Deputies will consider the relevance of various draft laws, and vote laws, including the law amending the law determining the state finances for the fiscal year 2023-2024. They shall also exercise oversight over Government activities.
She also noted that the Chamber of Deputies will receive guests and attend international meetings as they exercise their role of inter-parliamentary relations.
“It is obvious that during this session we will have a lot of work as we are almost at the end of our term, and we don't want to leave behind any incomplete task." She underlined.”
