On November 4th 2025, the Plenary Sitting of the Chamber of Deputies expressed satisfaction with oral explanations provided by the Minister of ICT and Innovation, Mrs Paula Ingabire, regarding the use of technology in service delivery to citizens.

The Minister appeared before the Plenary to respond to issues identified during Members of Parliament’s outreach activities conducted across the country in May and June 2025. The findings highlighted several challenges, including limited internet coverage in some areas, weak network connectivity, and weaknesses in digital systems that often fail to process large volumes of data effectively.

In her presentation, Minister Ingabire outlined strong measures being implemented by the Government to address these concerns. These include ongoing reforms to improve system reliability and performance, particularly in key sectors such as agriculture, education, and taxation.

She explained that the Government, through “Irembo” and its partner institutions, has established a rapid response mechanism that ensures any system failure is resolved within one hour. A monitoring tool has also been introduced to track system performance and quickly identify the causes of technical interruptions.

MPs welcomed the introduction of the “Mbaza” platform, a digital tool that allows citizens to raise queries or report problems related to any government digital service. They also appreciated the integration of Kinyarwanda as a language option on online service platforms, enabling citizens to access and understand services more easily.

Following the Minister’s explanations, MPs expressed satisfaction, which indicates that the matter is considered resolved. However, they emphasised that they will continue to follow up to ensure that the measures announced by the Government are effectively implemented and produce tangible results.
