Kigali, 12 August 2025 — The Joint Plenary Sitting of the Parliament of Rwanda convened to hear Prime Minister Dr. Justin Nsengiyumva presentation on the Government’s five-year programs, also known as the Second National Strategy for Transformation (NST2: 2024–2029).
In his remarks, the Prime Minister emphasised that NST2 builds on the achievements of NST1, draws from the President’s manifesto, and is designed to guide Rwanda toward its long-term development aspirations under Vision 2050.
After outlining the macroeconomic outlook for the next five years, he highlighted the key priorities of NST2. These include expanding Rwanda’s export base, creating decent and productive employment opportunities, improving the quality and relevance of education, enhancing nutrition to reduce stunting, and strengthening public service delivery.
He concluded by underscoring the importance of collaboration between the Government, the private sector, civil society, faith-based organisations, and all Rwandans to ensure the effective implementation of this transformative strategy.
