On 5 June 2025, the Chamber of Deputies and the Senate officially opened the Second Ordinary Session of the 2025/2026 parliamentary year, in accordance with the Constitution of the Republic of Rwanda.
In his opening address, the President of the Senate, Dr Kalinda François Xavier, underscored the Senate’s commitment to fulfilling its constitutional mandate, with particular emphasis on overseeing the respect for and implementation of the fundamental principles enshrined in Article 10 of the Constitution.
The Speaker of the Chamber of Deputies, Rt. Hon. Kazarwa Gertrude highlighted key priorities for the session, notably the examination of several draft laws, including the bill determining the State budget for the 2025–2026 fiscal year. She further reaffirmed Parliament’s role in exercising constitutional oversight over Government actions.
During the session, the Prime Minister will present the Government’s programmes and activities to both Chambers of Parliament. In addition, the Minister of Finance and Economic Planning will brief the Chamber of Deputies on the national economic situation and the implementation of the State budget.
The Chamber of Deputies will also receive and review reports from Parliamentary Committees and other constitutionally mandated institutions, including the National Commission for Human Rights, the Public Service Commission, the Office of the Ombudsman, the Rwanda Governance Board, and the National Bank of Rwanda.
In line with Parliament’s mandate to promote citizen engagement, Deputies, parliamentary committees, groups of MPs, individual Members of Parliament, and Senators will continue to conduct outreach visits across the country. These engagements aim to listen to citizens’ concerns, assess community challenges, and inform the public about Parliament’s role in supporting Government programmes that promote sustainable development.
