Kigali, 25 January 2026, the Plenary sitting of the Chamber of Deputies approved the law amending the law determining the state finances for the 2025/2026 fiscal year, reducing it by Rwf 80.4 billion from the amount adopted in June 2025.

The total budget now stands at Rwf 6,952.1 billion, down from Rwf 7,032.5 billion. The revision follows the Government’s move to secure more affordable concessional and domestic financing for the New Kigali International Airport project and to reschedule a RwandAir loan repayment to the next fiscal year.

Projected tax and non-tax revenues have increased by Rwf 41 billion, reflecting confidence in continued economic growth.

The recurrent budget has been reduced by Rwf 198 billion to Rwf 4,114.9 billion due to adjustments in public debt servicing, subsidies, and spending on goods and services. Meanwhile, capital and development expenditure have risen by Rwf 253.2 billion to Rwf 2,115.8 billion, sustaining investment in priority infrastructure and national projects.
