On 10 October 2025, MPs conducted a seminar aimed at strengthening their role in protecting and promoting human rights. This seminar, organised in partnership with the Ministry of Justice and the Office of the United Nations High Commissioner for Human Rights, set the platform for renewed conversations on Parliament’s role in safeguarding these rights.
Deputy Speaker of the Chamber of Deputies, Uwineza Beline, reaffirmed Parliament’s commitment to human rights. She emphasised that the Rwandan Constitution firmly upholds these principles across multiple provisions and noted that the responsibility to protect and promote human rights lies not only with institutions but with every citizen.
The seminar focused on how parliamentary functions—legislation, oversight, and representation—can better align with human rights standards at all levels. Discussions addressed gender equality, social inclusion, and the need to integrate a rights-based approach throughout policymaking.
The seminar highlighted Parliament’s role in Rwanda’s post-genocide reconstruction, emphasising how democratic institutions have advanced justice, accountability, and inclusive development. Participants also explored ways to strengthen internal mechanisms and partnerships for effective human rights monitoring.
