On 11 November 2025, the plenary sitting of the Chamber of Deputies was briefed on the National Urbanisation Policy by the Minister of Infrastructure, Dr. Jimmy Gasore.
Dr. Gasore explained that this new policy replaces the 2015 Urbanization Policy, broadening its scope to include climate change adaptation, disaster risk management, and the integration of emerging technologies in urban development. Its main objective is to advance sustainable and equitable urban growth that protects the environment, upholds gender equality, and prioritizes the social and economic well-being of all Rwandans.
The Minister noted that the policy is founded on four key principles aimed at fostering strong collaboration between public institutions and the private sector, promoting efficient land use through compact and vertical housing developments, and creating liveable urban environments with well-planned public spaces and quality services. It also emphasizes economic revitalization through industrial promotion, job creation, and the development of micro, small, and medium-sized enterprises (MSMEs) that link urban economies with national value chains.
He emphasized that developing resilient and sustainable cities requires adherence to green building standards, encouraging structures that minimize environmental impact and provide open and recreational spaces for residents.
Dr. Gasore reaffirmed that urban centres are the engines of Rwanda’s economy, driving growth through industry, trade, and entrepreneurship. The Government will continue to empower local authorities to mobilize and invest resources in infrastructure projects that create employment, reduce poverty, and enhance urban resilience.
The policy seeks to promote sustainable, safe, and inclusive cities that align with Rwanda’s Vision 2050, ensuring that urban areas contribute meaningfully to national economic transformation and an improved quality of life.
