Kigali, 10 February 2026 – The Chamber of Deputies has called on the Ministry of Local Government and the Ministry of Youth and Arts to accelerate reforms addressing persistent gaps in rehabilitation centers, with the goal of ensuring effective reintegration of beneficiaries into society.
The resolution followed the presentation of report by the Committee on Social Affairs Committee on assessment of performance audit by the Auditor General’s performance audit report of delinquent rehabilitation services conducted in January 2025. MPs stressed that stronger rehabilitation and reintegration frameworks are essential to achieving sustainable outcomes and enhancing public safety.
The Chamber of Deputies requested the Ministry of Local Government to submit, within three months, a roadmap to tackle the shortage of mental health professionals and the limited number of TVET instructors. The Ministry was also urged to fast-track the establishment of clear service delivery and infrastructure standards.
The Ministry of Youth and Arts was given six months to present to the Chamber of Deputies concrete structured follow-up mechanisms for youth completing rehabilitation programs to prevent relapse.
The audit identified critical challenges, including insufficient psychosocial staff, inadequate vocational training personnel, and the absence of standards for infrastructure and service provision in rehabilitation facilities.
