On 12 November 2025, the acting Chairperson of the National Public Service Commission (NPSC), Mr. Sebagabo Muhire Barnabé, presented the Commission’s 2024/2025 annual performance report along with its 2025/2026 action plan to a joint Plenary Sitting of the Chamber of Deputies and the Senate.
The report highlights notable progress in the recruitment and management of public servants during the 2024/2025 fiscal year:
• Digital review of recruitment processes: The Commission continued to evaluate recruitment reports submitted by public institutions using digital systems.
• Improved compliance in reporting: Public institutions submitted 61.4% of the required recruitment reports.
• Increased appointment from waiting lists: The number of candidates placed from waiting lists rose significantly from 624 in 2023/2024 to 1,872 in 2024/2025, reflecting better use of successful candidates.
• High implementation of recommendations: Public institutions implemented 92.8% of the Commission’s recommendations during the year.
During the session, Members of both Chambers pointed out several areas that require strengthened efforts:
• The need for a comprehensive program to support public servants nearing retirement.
• Enhanced measures to address capacity-building gaps across public institutions.
• The need to tackle financial losses resulting from applicants who register for recruitment exams—incurring costs to the Government—but fail to sit for the exams.
After its presentation, the NPSC report was referred to the relevant Standing Committees of both Chambers for detailed examination.
