On 21 October 2025, in a joint session of the Chamber of Deputies and the Senate, the Ombudsman Nirere Madeleine presented the Office of Ombudsman of Rwanda’s annual report for the fiscal year 2024/2025 and its action plan for 2025/2026.
The report highlighted progress made in fighting corruption, promoting good governance, protecting citizens’ rights, and addressing complaints related to injustice, particularly in areas such as land disputes, unresolved court judgments, and the performance of local administrative entities.
Members of Parliament were satisfied with the Office of the Ombudsman for its continued efforts and urged that citizens’ complaints continue to receive special attention. Out of 2,960 complaints received from the public, 2,210 (74.66%) were resolved, while 750 (26.4%) are still under follow-up.
Parliamentarians commended the Office of the Ombudsman for its continued efforts in preventing and combating corruption, and for bringing services closer to citizens. However, they emphasised the need to strengthen measures to resolve persistent issues in land management, enforcement of court decisions, and public awareness campaigns encouraging citizens to report corruption and injustices.
