Kigali, 16 September 2025, The Plenary Sitting of the Chamber of Deputies has passed a law amending the law amending law n° 013/2018 of 04/04/2018 determining the organisation, powers and functioning of the High Council of the National Public Prosecution Authority to align the Council’s operations with the Constitution and address existing legal gaps related to the appointment of prosecutors at different levels. The law was initiated by an MP.
One of the key changes introduced by the new law is the harmonisation of the NPPA's legal framework with constitutional provisions, particularly in ensuring transparency and efficiency in the appointment process of prosecutors. This adjustment helps bridge legal gaps that previously existed in the structure and deployment of prosecutors across different levels of the judicial system.
In addition, the amended law assigns new responsibilities to the High Council of the Prosecution. Specifically, the Council will now be responsible for approving prosecutors at national, intermediate and primary levels—an authority that was not explicitly provided for in the previous legislation.
During the same session, the Chamber of Deputies also passed a separate law amending Law No. 44 bis/2011, which defines the status of prosecutors. This revised statute aims to update the legal framework governing the rights, duties, and professional conduct of prosecutors in line with modern judicial standards and national legal reforms.
