On 19 November 2025, the Joint Session of both Chambers of Parliament received the Rwanda Governance Board’s annual presentation, which included the findings of the Citizen Report Card (CRC) 2025. The report shows that 76.7% of citizens are satisfied with governance and the delivery of public services.

The report highlights strong performance in several areas, including:

  • Security: 92.1%

  • Respect for governance principles: 90.1%

  • Citizen participation: 88.2%

  • Justice, education, local government, and public hygiene all scored above 75%.

However, some sectors require additional improvement:

  • Infrastructure: 66.4%

  • Land, housing, and environment: 65.7%

Members of Parliaments commended the progress made across several governance sectors, while underscoring the need to reinforce areas that still face challenges.

Parliamentarians emphasised the importance of using these findings to improve service delivery at the local level, strengthen citizen-centred governance, and guide priority actions under the implementation of the NST2 (2024–2029).
