The proposed reforms aim to strengthen efficiency, promote fair competition, and enhance the overall management of public procurement.

The recommendations followed the presentation of an assessment report by the Public Accounts Committee, which identified several key issues. These include misalignment between the 2024 sustainable procurement policy and the 2022 law; gaps in implementing exclusive and local preference provisions, which disadvantage Rwandan companies; a lack of structured mechanisms to build the capacity of local professionals, particularly engineers; and delays in updating the standard bidding document.
