On February 26, 2024, the Senate President Kalinda Francois Xavier, Speaker Mukabalisa Donatille and Bureau Members held talks with the Speaker of Parliament of South Sudan, Jemma N. Kumba & delegates of the Parliamentary Fact-Finding Mission of FP-ICGLR on Security, Humanitarian and Political Challenges in Eastern DRC.

During their discussions, President Kalinda told the delegates that the presence and preservation of the FDLR on the border of Rwanda, and their association with the FARDC in their fight against the M23, remain a serious security threat not only to Rwanda but also to the entire Region.

"I want to underscore that Rwanda remains committed to regional initiatives to resolve conflict in DRC, notably the Luanda and Nairobi Processes. The root causes of conflict must be holistically addressed to achieve sustainable peace & stability in DRC & Great Lakes Region" He added.

Highlighting her concerns about the Security of Rwanda, Right Speaker Mukabalisa said that as long as the terrorist group FDRL continues enjoying a haven in DRC, security not only of Rwanda but also of the Region, will constantly be at risk.

“We are talking about well-trained, armed people who committed Genocide Against the Tutsi in Rwanda in 1994 before fleeing to DRC, and with no remorse whatsoever, engaged in pursuing their genocidal project. Unfortunately, some of our partners do not understand the magnitude of this threat." She asserted.

Speaker Honorable Jemma N. Kumba explained their Mission is to document and obtain facts on the grounds to make informed decisions on the security, political and humanitarian challenges in the DRC’’.
