The Public Accounts Committee has reviewed the implementation of Law N° 031/2022 governing public procurement, in line with Parliament’s mandate to oversee Government action.

The review assessed the law’s effectiveness, identified implementation challenges and highlighted areas requiring corrective or regulatory action. The Committee consulted stakeholders, including Private Sector federation representatives, Members of civil society and the Institute of Procurement Professionals of Rwanda, and held discussions with government institutions responsible for enforcing the law.

Key issues raised included delays in issuing implementing regulations, weaknesses in project preparation and validation, and frequent amendments to procurement contracts that may affect efficiency and value for money.

Godfrey Kabera, Minister of State in the Ministry of Finance and Economic Planning, reaffirmed the Government’s commitment to expediting pending regulations.

The review underscores Parliament’s commitment to strengthening accountability, safeguarding public resources and promoting transparency in public procurement.
