According to Article 79 of the Constitution of the Republic of Rwanda, the President is required to dissolve the Chamber of Deputies for election purposes at least 30 days and not more than 60 days before the end of the parliamentary term. On Friday, June 15, 2024, H.E. Paul Kagame dissolved the Chamber of Deputies to prepare for the upcoming elections of new Members of Parliament.
The outgoing Speaker of the Chamber of Deputies, Rt. Hon. Donatille Mukabalisa, expresses her gratitude to President Paul Kagame for his valuable advice and guidance, which enabled them to fulfill their legislative and oversight responsibilities.
Speaking at the event, President Paul Kagame commended the achievements of the outgoing Chamber of Deputies. “Dissolving the Parliament does not mean that we do not appreciate your work, instead, we are doing this to pave the way for the forthcoming new moments.”
During this term, the Chamber of Deputies achieved its mandate of law-making, and oversight of Government activities and MPs conducted outreach activities countrywide to engage with citizens to hear about their views, and concerns and to see how Government programmes impact community lives. As part of the oversight function, the Chamber of Deputies also summoned Cabinet members to provide clarifications on various matters, monitored the implementation of Laws, policies and progress towards national and global goals as well as considering citizens’ petitions.
Parliamentary diplomacy was also promoted through participation in inter-parliamentary organisations and other international gatherings, hosting various international gatherings, and some members were elected to leadership roles in these organisations.
The outgoing MPs were sworn in on 19 September 2018 for a five-year term of office. However, the parliamentary term was extended to allow for simultaneous Parliamentary and Presidential elections as required by Article 173 of the Constitution of the Republic of Rwanda.
