As stipulated by Article 66 of the constitution of the Republic of Rwanda, on 26 September 2024, the President of the Republic, H.E Paul Kagame presided over the swearing-in ceremony of 20 new Senators making the fourth Senate to serve the next five-year term.
After the Senators were sworn in, they proceeded with the election of the Bureau of the Senate whereby Hon. Dr. Kalinda François Xavier was elected President of the Senate. Hon. Nyirahabimana Soline and Hon. Alvera Mukabaramba were respectively elected Vice-President in charge of Parliamentary Affairs and Vice-President in charge of Finance and Administration.
In his remarks, H.E. Paul Kagame congratulated incoming Senators reminding them that they should work for the people without leaving anyone behind and be accountable.
“We want to work efficiently, in a transparent way, towards the benefits of all Rwandans without leaving anyone behind. To deliver on this, accountability is key. We don’t have resources to waste; there are those who do, even if we had enough, we wouldn’t waste it. We use the limited resources we have for the benefit of our people, to deliver on our promises of changing their lives for the better.” President Kagame said.
The President of the Senate, Rt. Hon. Kalinda François Xavier thanked the President of the Republic for having appointed him a Senator and pledged to discharge responsibilities conferred on him.
“This Senate has Senators who have worked in different capacities to deliver for the country.  As part of our responsibility, we shall continue to work together and strive to achieve our responsibilities to meet Rwandans’ expectations.”  He said
Twenty (20) Senators who were sworn in are joining the House other six sitting members serving their last year in the Senate.
