Kigali, 12 February 2026 – The Plenary Sitting of the Chamber of Deputies approved the relevance of the draft law amending Law No. 018/2025 of 30 June 2025 determining the State finances for the 2025/2026 fiscal year.

The revised budget stands at Frw 6,952.1 billion, a reduction of Frw 80.4 billion from the initially approved Frw 7,032.5 billion. The adjustment follows the securing of more affordable concessional and domestic financing for the New Kigali International Airport project and the rescheduling of a loan repayment for RwandAir to the next fiscal year, reducing borrowing needs by Frw 645.4 billion.

Minister of Finance and Economic Planning, Yusuf Murangwa, noted that the revision reflects prudent fiscal management and strengthens the country’s fiscal position while protecting priority spending.

Key changes include:

  • An increase of Frw 41 billion in projected tax and other revenues.

  • A reduction in recurrent expenditure by Frw 198 billion to Frw 4,114.9 billion.

  • An increase in development spending by Frw 253.2 billion to Frw 2,115.8 billion to accelerate strategic national projects.

The draft law will be reviewed by the relevant Standing Committee before final adoption by the Plenary Assembly.
