Rwanda participated in the 28th Commonwealth Speakers and Presiding Officers Conference (CSPOC), held from 14 to 16 January 2026 at the Parliament House of India in New Delhi. The Rwandan delegation was led by Hon. Beline Uwineza, Deputy Speaker of the Chamber of Deputies, and included H.E. Jacqueline Mukangira, High Commissioner of Rwanda to India.
During CSPOC 2026, the delegation took part in high-level discussions on the use of Artificial Intelligence in parliamentary work and the impact of social media on parliamentarians. Chaired by the Speakers of Grenada and Kenya, the sessions examined both the opportunities and challenges confronting modern legislatures in an increasingly digital environment.
The conference also provided a valuable platform for bilateral engagements. Hon. Uwineza held discussions with the Deputy Speaker of the Parliament of Singapore, during which both sides reaffirmed their strong cooperation and explored new avenues for enhanced parliamentary collaboration. The Deputy Speaker reiterated Rwanda’s commitment to sustained dialogue and the strengthening of parliamentary relations with Singapore.
In addition, Hon. Uwineza paid a courtesy call on the Rt Hon. Speaker of the Parliament of India. The two leaders highlighted the excellent relations between Rwanda and India and emphasized the importance of deepening inter-parliamentary cooperation, particularly through increased exchanges between parliamentary committees and staff to share best practices in legislation, oversight, and representation.
Rwanda’s participation in CSPOC 2026 reaffirmed its active engagement in parliamentary diplomacy and its commitment to strengthening international parliamentary partnerships.
