On March 4, 2024, Senate President Kalinda François Xavier with Deputy Presidents Nyirasafari Espérance and Mukabaramba Alvera engaged in a diplomatic dialogue with members of Libya's High Council of the State. The Libyan delegation was led by Massoud Abdel S. Taher, 1st Deputy President, marking a significant step towards fostering international cooperation and understanding.

The meeting revolved around Rwanda's remarkable post-genocide reconstruction, reconciliation, and transformation journey where Senate President Kalinda provided a comprehensive overview of the challenges faced by Rwanda in the aftermath of the Genocide Against the Tutsi and the nation's unwavering commitment to rebuilding and healing.

Massoud Abdel S. Taher, 1st Deputy President of Libya's High Council of the State, commended Rwanda for its resilience and transformative efforts. "We are inspired by Rwanda's journey and are eager to implement lessons learned in our context.

The delegates acknowledged the common goal of fostering reconciliation and transformation, not only within their respective nations but also as a contribution to global peace and stability.
