On July 24th, 2024, the Plenary Sitting of Senators convened to deliberate on the report of the Standing Committee on Political Affairs and Governance regarding the oversight of activities aimed at promoting performance-based contracts in local government entities.
 

After reviewing the report, the senators made the following requests to the government:
- Enhance cooperation among institutions at national, local, and city levels in the preparation and execution of joint performance-based contracts, and ensure timely budget allocation.
- Step up efforts to educate the public on the significance of family performance contracts and decentralized institutions in monitoring the preparation and execution of these contracts.
 

The report highlighted the benefits of Performance-Based Contracts, such as:
- Improving the quality of education
- Increasing infrastructure development
- Boosting agricultural and livestock production
- Enhancing the involvement of stakeholders and communities
 
During the field visit, members of the Standing Committee on Political Affairs and Governance visited two districts in each province and the City of Kigali. They met with district representatives, observed activities resulting from performance contracts, and visited some families to understand the level of involvement of family members in the implementation of family performance contracts.
 
The committee members also held meetings with national-level authorities responsible for performance-based contracts.
