On 16 May 2023, the Plenary Sitting of the Senate approved its opinion on the budget framework paper and the Medium Term Expenditures Framework (2023/24-2025/26) and recommended the Government increase the budget of the agriculture sector with an emphasis on modernisation and investment for sustainability and food security.

Senators also mentioned the increase of the budget dedicated to environmental protection in the framework of preventing the effects of climate change and the budget devoted to urbanisation and public transport.

The Plenary Sitting of the Senate called for the Government to have a blueprint for the Medium Term Expenditures Framework (2023/24-2025/26) on the activities related to Presidential pledges to citizens and other activities recommended by the high-level meetings of government officials.  

The Plenary Sitting of the Senate hailed Rwanda’s economy which is projected to grow by 6.2 per cent in 2023 compared to 8.2% in 2022 owing to global uncertainties, and by 6.7 and 7 per cent in 2024 and 2025 respectively.
