On 15 May 2025, the Senate approves its views on the draft State Budget Framework Paper for the 2025/2026 fiscal year and the Budget Framework Paper (BFP) covering 2025/2026 to 2027/2028. These recommendations will be submitted to the Chamber of Deputies in line with legal procedures.
The Senate commended the framework’s alignment with the country’s development agenda under the National Strategy for Transformation (NST2), noting that resources are allocated to priority areas supporting the application of fundamental principles set out under Article 10 of the Constitution of the Republic of Rwanda.
Among the key recommendations are:
Increased funding for agriculture to boost national productivity
More investment in energy to achieve universal electricity access
Support for private sector growth and youth employment initiatives
A dedicated budget for genocide memorial preservation and rehabilitation
Additional funding for districts, including Nyamagabe, Gisagara, Rutsiro, Kamonyi, Karongi, and Kayonza, to accelerate poverty reduction efforts.
