From 2 to 19 December, the Senate Committee on Economic Development and Finance carried out an oversight activity to review Government efforts to provide clean water to citizens.
The Auditor General’s report for the financial year ending 30 June 2024 highlights several ongoing issues in the water sector. These include delays by WASAC in connecting new customers, high water losses caused by leaks and damaged infrastructure, non-working water pipelines in some districts, and poor maintenance of public water facilities. The report also raises concerns about water quality in rural areas and weak implementation of water rationing plans.
Through this oversight exercise, the Committee aims to measure progress, identify challenges, and propose practical solutions to improve access to clean water. The activity also seeks to improve coordination among institutions and development partners involved in water service delivery.
During the oversight period, the Committee met with key national institutions, including the Rwanda Water Board, the Ministry of Infrastructure (MININFRA), WASAC, and RURA, and conducted field visits to selected districts across the country.
