On 24 November 2025, the Plenary sitting of the Senate approved the report from the Committee on Economic Development and Finance on its consultative session with the Minister of Local Government regarding the implementation of the revised Umuganda Policy.
The revised Umuganda Policy focuses on the following goals:
• Strengthening the implementation, monitoring, and reporting of Umuganda activities;
• Encouraging greater citizen participation in Umuganda through better awareness, communication, mobilisation, and increased youth involvement;
• Improving the planning of Umuganda activities at both national and local levels;
• Promoting Umuganda as a means to strengthen social cohesion among citizens.
Senators commended the vital role Umuganda continues to play in Rwanda’s development and its contribution to fostering stronger interaction between citizens and local leaders.
They also made several key recommendations, including:
• Enhancing coordination and cooperation among institutions in planning Umuganda activities;
• Increasing citizen involvement in the planning process;
• Improving monitoring to ensure that standards used to measure the value of Umuganda activities are properly respected.
Following these discussions, the Plenary sitting requested the Committee on Economic Development and Finance to organise a consultative meeting with various stakeholders to assess how Umuganda functions, identify existing challenges, and propose measures to further improve its organisation.
