On 01 March 2026, the Senate Plenary Sitting expressed satisfaction with the responses provided by Dr Telesphore Ndabamenye, Minister of Agriculture and Animal Resources, on challenges identified during nationwide field visits on livestock development. 

  • To bridge the gap between farmers and essential resources, the Ministry is leaning into innovation and infrastructure. Key initiatives include:

  •  Drone-Powered Distribution: A continued partnership with Zipline to ensure rapid delivery of animal genetic resources and vaccines.

  • Feed Industry Investment: Stimulating the growth of local animal feed plants to reduce costs and boost household incomes.

Quality Control: Enhancing the capacity of inspectors to ensure Rwandan livestock meets international standards.

The government is moving beyond production, focusing on the financial and logistical security of the farming community:

  • Expanding coverage to protect farmers from climate-related losses and disease outbreaks.

  • Strengthening veterinary services and bringing technical expertise directly to the village level.

  • Improving the infrastructure of "production-to-market" corridors to reduce post-harvest losses.

 The issues raised by Senators were identified during field visits conducted in January 2026 across all districts.
