On 04 February 2026, Senators were briefed by the Minister of National Unity and Civic Engagement on the 2025 National Unity and Reconciliation Barometer, which shows that the unity and reconciliation index has reached 95.3%, reflecting steady progress over the years.

The Minister emphasised that this progress is the result of sustained government efforts to promote national unity, reconciliation, Rwandan values, and combat genocide ideology.

However, he mentioned that despite this remarkable achievement, more remains to be done—particularly in strengthening unity policies, expanding civic and historical education, and deepening community-based reconciliation initiatives to ensure lasting cohesion.

Senators commended the achievements made in promoting unity, combating genocide ideology, and strengthening history education, and welcomed the study as a key tool for informed decision-making.

The engagement supports the Senate’s mandate to oversee the implementation of the fundamental principle of national unity and reconciliation in Rwanda.
