On October 15, 2025, during a Plenary Sitting, the Senate expressed its approval of the government's strategies aimed at improving primary healthcare services. This approval followed oral presentations made by Dr. Yvan Butera, the Minister of State in the Ministry of Health.
Dr. Butera highlighted that Health Posts facilities continue to play a crucial role in bringing medical services closer to citizens. He noted that these facilities enable people to access healthcare easily and seek treatment early, thereby contributing to improved citizens’ well-being and the country’s socio-economic development.
Dr. Butera said that 90% of Rwandans currently access health services near their homes through health centers, health posts and community health workers, with a goal to reach 95% in the next three years. Patient visits have increased from 71,000 to nearly 4 million, and more services are being decentralized to bring care closer to the people.
Key government measures include increasing healthcare staff, expanding services, improving partnerships with RSSB and RMS, and supporting private health centers.
These efforts aim to ensure timely, accessible, and high-quality healthcare for all Rwandans.
